What is the Kelly's theorem?

I have never used Kelly's rule in my play, as I am not sure if it is practical. In fact, I have never seen a rigourous formulation of the rule. Can anyone post the exact formulation of Kelly's theorem and a few words on how it is typically used for blackjack betting.
