Unbalanced

I don't understand how an unbalanced system can be viable. For example, in Uston SS the 2 card is givin a value of 2, as oppossed to Wongs Halves x 2. Therefore for each deck that goes by on average the running count will be 4 points greater. After 3 decks have gone in a 4 deck shoe, the running count will be 12 on average.

How the heck can you create static indexes when the running count keeps going up?
